Non-binding auto repair agreement an ineffective sideshow: Masse

OTTAWA - The Industry Minister’s signing ceremony of the vehicle manufacturers’ non-binding agreement is an ineffective sideshow from the Right-to-Repair Bill (C-273), says New Democrat Industry and Automotive Critic Brian Masse.

The Right-to-Repair bill, brought forward by Masse, passed in the House of Commons in May by a vote of 247 to 18. The Industry Committee begins its hearings on the bill tomorrow.

“Finally, after years of pressure, the Minister has acknowledged that the right-to-repair issue effects every vehicle owner in this country, the competitiveness of the auto repair industry, public safety and the environment,” said Masse. “Unfortunately, he participated in a useless signing ceremony for a non-binding agreement that is not worth the paper it is written on,” he added.

“This is a distraction from the Right-to-Repair bill which passed in the House overwhelmingly. I welcome the Minister to join with the all the stakeholders and come before committee to work on the real solution, Right-to-Repair legislation,” Masse stated.

On board diagnostic capabilities are contained in approximately 59% of vehicles on the road in Canada. The use of computer control units is essential for proper vehicle maintenance. Difficulty in obtaining this equipment from vehicle manufacturers has created significant consumer concern and competitive barriers. Bill C-273 resolves these issues and guarantees a level playing field.

“The non-binding manufacturers’ agreement is useless. No environmental or consumer protection rule is voluntary. No public safety measure is voluntary. A law is the only real protection for vehicle owners that is available,” said Masse. “Even the United States uses an operating agreement that is backed up by the law. Companies should not dictate to Canadian consumers what the automotive market place should be.”
