NDP reality check: What liberals said about the Conservative omnibus budget bill?

Today the Liberals moved time allocation to shut down debate on their 179 page omnibus bill which amends 35 separate Acts and regulations. Just like the Conservatives did before them.

So what are Liberals saying ?

  • "This legislation is frankly a smokescreen designed to ram through a multitude of changes without allowing for careful scrutiny and rigorous analysis." – Hon. Scott Brison, President of the Treasury Board (Hansard)
  • "The government introduced an omnibus bill. I should be talking about that in my speech. There are some measures in the bill that we agree with. However, since it is an omnibus bill, we will be voting against it." Emmanuel Dubourg, Parliamentary Secretary to the Minister of National Revenue (Hansard)
  • "The government must stop repeatedly abusing Parliament by ramming through massive omnibus bills and turning the legislative process into a farce." – Hon. Kirsty Duncan, Minister of Science (Hansard)
  • "We are fully aware that the problem with this kind of bill is that it goes against democratic principles. Neither the House nor the committees of the House have had the time to study the provisions of this bill." – Hon. John McCallum, Minister of Immigration, Refugees and Citizenship (Hansard)
  • "I would argue that the subject matter of the bill is so diverse that a single vote on the content would put members in conflict with their own principles." – Francis Scarpaleggia, Liberal Caucus Chair (Hansard)
  • "It is anti-democratic for the Conservatives to once again use a massive omnibus budget bill to limit debate and ram through so many unrelated measures in Parliament." – Hon. Scott Brison, President of the Treasury Board (Hansard)
  • "The government's use of omnibus legislation has degraded the committee review process and hidden important legal changes from public scrutiny." – Sean Casey, Parliamentary Secretary to the Minister of Justice (Hansard)
  • "...crossed the line in what is acceptable in a functioning democracy as a government in the lack of respect for Parliament. It is not only how they have now normalized the use of massive omnibus bills, they regularly shut down debate in the House" –Hon. Scott Brison, President of the Treasury Board (Hansard)
  • "I must tell my colleague that we are against omnibus bills. A few years ago the current government claimed that it was against these bills, which at the time might have had 20 or 30 pages. Now we have a bill with more than 175 pages." - Emmanuel Dubourg, Parliamentary Secretary to the Minister of National Revenue (Hansard)
  • "It is anti-democratic for the [Government] to use an omnibus budget bill to limit debate and ram so many unrelated measures through Parliament. It prevents MPs from properly scrutinizing the legislation." – Hon. Judy Sgro (York West) (Hansard)
  • "there is so much contained in this omnibus budget bill that it really does not give parliamentarians the opportunity they need to act on behalf of the people they represent. We do not get to scrutinize the legislation." – Hon. Judy Foote, Minister of Public Services (Hansard)

Yikes, those are a lot of concerns.
